Clayton sits about 19 kilometres south-east of the CBD in the City of Monash, and it functions less like a suburb and more like a working precinct. Monash University's main campus, Monash Medical Centre, the Australian Synchrotron and the research institutes around Blackburn Road employ and educate an enormous daily population, and Clayton Road runs a food strip that draws people from across the south-east.

## Why finance in Clayton is not standard

### Density is the defining feature

Clayton has absorbed more apartment and townhouse development than almost any other middle-ring suburb, concentrated around the station, Clayton Road and Centre Road. When a lender holds a lot of loans in one building or one dense postcode, its own risk policy starts limiting new lending there. The result is a market where two buyers with identical incomes get different answers depending on which building they chose.

Internal area means the living space, excluding the balcony and the car space. A listing that says "62 square metres" often includes both, so the strata plan is the document that matters. We ask for it early.

### Trains and the Suburban Rail Loop

Clayton station is on the Pakenham and Cranbourne lines, and Clayton is one of the stations planned for the Suburban Rail Loop East between Cheltenham and Box Hill. Long-lead infrastructure does not change a lender's policy, but it does change the number of townhouse and apartment projects being marketed here, which brings the off-the-plan rules into play.

## Off-the-plan and the duty deadline

Victoria's temporary off-the-plan duty concession, which applies to apartments and townhouses for all buyers including investors, is legislated to end on 20 October 2026. If you are considering a Clayton project, the contract date is what counts, and the difference in duty on a contract signed before or after that date can be five figures. ## Worked example: a first home apartment at $580,000

Say you buy a two-bedroom apartment of 62 square metres internal in Clayton for $580,000 as your first home.

- Duty is nil. Victoria fully exempts eligible first home buyers up to $600,000, provided you live there for 12 months. Without the exemption, general duty would be $2,870 + (6% x $450,000) = $2,870 + $27,000 = $29,870, so the exemption is worth that whole amount.
- Under the First Home Guarantee, a 5% deposit is $29,000 with no lenders mortgage insurance. The price is far inside the $950,000 Melbourne cap.
- Loan of $551,000. For illustration at 6.00% p.a. over 30 years, about $3,303 a month.
- Owners corporation fees of, say, $3,200 a year add about $267 a month to your real cost and are counted by the lender in servicing.
- The lender assesses the loan at 9.00% under the APRA buffer, about $4,433 a month.

Buy the same apartment at 46 square metres internal instead and the loan is smaller, but the lender pool shrinks and the deposit needed may rise from 5% to 20%. That is a $116,000 deposit on a $580,000 purchase, which is the sort of reversal we would rather catch before the contract than after. ## Buyers we see most in Clayton

**Hospital and university staff.** Registrars, nurses, researchers and academics on fixed-term contracts. Contract income is fine with the right lender, and a handful of lenders on our panel offer lenders mortgage insurance waivers for certain medical professions, which can be worth more than a rate discount. Fixed-term academic contracts need a history of renewal presented properly.

**Investors buying for rental demand.** Clayton's tenant pool is deep and stable. The trade-offs are owners corporation costs, the density policies above, and Victorian land tax, which starts once your Victorian land holdings pass $50,000 in site value. **Families buying older houses.** Clayton still has postwar brick homes on 600 to 800 square metre blocks, often bought for a knockdown-rebuild or a townhouse development. These finance normally, and the development question is a separate conversation about construction lending.

There is no single rule, but around 50 square metres of internal living area is where policies commonly change. Above it, most lenders treat the apartment normally. Below it, the pool narrows, maximum LVRs fall and some lenders decline outright. Check the strata plan rather than the advertisement, because advertised areas often include balconies and car parking.

### Can a lender refuse my loan because of the building, not me?

Yes. Lenders set exposure limits on how much they will hold in one development, and once that limit is reached they stop lending there regardless of the borrower. It is not a reflection on your application. The fix is another lender, which is exactly the kind of check a broker does before you pay a deposit.

### Is Clayton a good place to buy an investment property?
