Hobart and Darwin for Nepali home buyers: small markets, regional visas and lending

Hobart and Darwin are small markets where most Nepali families arrived on regional visas. What Tasmania and the NT give first home buyers after PR, and lenders.

In short: Hobart and Darwin are the capitals where almost every Nepali family arrived on a regional visa. Both are small markets with generous first home schemes: Tasmania gives duty-free established homes to $750,000 and a $10,000 grant on new builds; the NT offers grants of up to $50,000 (new) and $10,000 (established) at the time of writing. After PR, the Guarantee caps are $700,000 in Hobart and $600,000 in the NT.

Key takeaways

  • Tasmania's first home relief favours established homes (no duty to $750,000); the NT's grants favour new builds but include an established-home grant too.
  • Guarantee caps: $700,000 Hobart, $550,000 rest of Tasmania, $600,000 across the NT, all with no income cap.
  • On a 491 you are a temporary resident: no established homes, FIRB for new ones, no Guarantee. After the 191, everything opens.
  • Both are small markets where valuations and postcode policy deserve attention; Darwin's price cycle is the sharper of the two.
  • Lenders like the three years of taxable income the 191 pathway already required you to show.

Hobart and Darwin sit at opposite ends of the country and opposite ends of the climate, but they share a story. Both were designated regional for the 489 and 491 visas, both drew thousands of Nepali students, nurses, chefs and tradespeople chasing the extra points, and both now have established communities converting to the 191 permanent visa. This post looks at the two cities side by side, for families deciding whether to buy where they landed.

Hobart: where families buy and what lenders say

The Nepali community is concentrated in Hobart's northern suburbs (Glenorchy, Moonah, Claremont) and on the eastern shore, close to the hospitals, aged-care employers and the university. Launceston has a smaller community near its hospital and campus. Housing is mostly older timber and brick homes on sloping blocks, with new estates to the south and in the northern fringe.

Lender notes: older homes need building and pest reports and sometimes value below contract, which on a 95% loan means finding extra cash. Some properties with unapproved additions or difficult access are restricted. New estates mean construction loans and the $10,000 grant, with duty on the land only. Winter heating costs do not appear in a lender's assessment but should appear in yours. See our Hobart page.

Darwin: where families buy and what lenders say

Darwin's community centres on Palmerston and the northern suburbs, near the hospital and hospitality precincts, with a small group in Alice Springs. Housing is a mix of elevated tropical homes, ground-level brick houses in Palmerston, and apartments in the city and northern suburbs, plus house-and-land estates in Palmerston and the rural area.

Lender notes: Darwin's prices have risen and fallen sharply over 15 years, so some lenders cap LVR on NT apartments or exclude certain postcodes from Guarantee lending. Cyclone-region building insurance is expensive and required from settlement. The HomeGrown Territory grant can cover most of a deposit on a new build, but the Guarantee still needs 5% genuine savings from you and the total must stay under $600,000. See our Darwin page.

Worked example: the same couple in each city

A nurse and a chef, both granted the 191 in May after three years on a 491, have $32,000 saved.

Hobart: established $600,000 house in Glenorchy. Deposit $30,000, loan $570,000 under the Guarantee, duty nil, no LMI. Monthly repayments for illustration at 6.00% p.a. over 30 years: about $3,417. Cash to settle around $35,000 including conveyancing and inspections.

Darwin: established $550,000 house in Palmerston. Deposit $27,500, loan $522,500 under the Guarantee, FreshStart grant $10,000 if the current terms apply, ordinary NT duty (use the Territory Revenue Office calculator), no LMI. Repayments about $3,133 a month. Whether the grant covers the duty depends on the current grant terms and the duty figure, so check both before you sign.

Hobart wins on duty; Darwin wins on grants and price. Use the mortgage repayment calculator and upfront costs calculator for your own numbers.

Community notes

Both cities have Nepali associations that run Dashain and Tihar celebrations, football tournaments and weekend Nepali language classes, and both share Hindu and Buddhist festival gatherings with the wider South Asian community. Nepali grocers and momo restaurants have opened along the main strips in Glenorchy and Moonah and in Darwin and Palmerston. Because nearly every household came through the 489, 491 or 190 pathways, these communities are unusually well informed about the 191 transition, regional residence conditions and which employers sponsor.

Lender and document notes for new PR households

Lenders want passport and 191 grant notice, two payslips and an ATO income statement, three months of statements showing 5% genuine savings, and a clean Australian credit file. The taxable income evidence you gathered for the 191 application doubles as the two-year income history lenders like. Shift penalties in nursing and hospitality are counted at 80% to 100% depending on the lender; cash tips are ignored. Gifts from family in Australia need a gift letter; funds from Nepal are not a lawful source under Nepal Rastra Bank rules and lenders require a documented, legal source. Lenders test at your rate plus 3 percentage points and treat regular remittances as expenses. On a 491 you can buy only new property with FIRB approval; see buying as a temporary resident and the documents checklist.

Frequently asked questions

Should I buy where I landed or move to a bigger city after PR?

That is a family decision, but the numbers favour staying if you have a stable job: Hobart's duty exemption and Darwin's grants are more generous than Sydney's or Melbourne's, and prices are lower. Any residence conditions attached to your visa are a question for a MARA-registered agent, not a broker.

Does the Guarantee work on a Darwin apartment?

Only if a panel lender will lend at 95% on that building and the price is under $600,000. Several lenders restrict NT apartments, so have the specific building checked before you pay a holding deposit. Houses in Palmerston and the northern suburbs are simpler.

Are Tasmania's duty exemption and grant available together?

No. The duty exemption is for established homes and the $10,000 grant is for new builds, so a purchase gets one or the other. Compare the totals for the homes you are actually considering rather than assuming new is cheaper.

How long after the 191 grant can I apply?

Immediately. Lenders assess income stability, deposit and credit history, not how long you have held PR. If your pre-approval was prepared while the 191 was processing, the lender will update the residency check and proceed.
