In short: Joondalup is Perth's northern regional centre, a master-planned city about 26 kilometres from the CBD with its own university, hospital, courts and rail terminus. Buyers here are mostly families and upgraders, and a large share are building rather than buying established. Joondalup was planned from scratch in the 1970s and 1980s as a second city for Perth's north, and it shows: a deliberate street pattern, grouped civic buildings, and real local employment rather than a dormitory suburb.
What drives the Joondalup market
Three institutions anchor the suburb and the wider City of Joondalup:
- Edith Cowan University's Joondalup campus, which brings students, staff and a rental market alongside the family housing.
- Joondalup Health Campus, a large public and private hospital and one of the biggest employers in Perth's north, with shift-working nurses, allied health staff and doctors among our typical clients.
- Joondalup railway station and the Mitchell Freeway, giving a direct run to the CBD and, since the northern extension, connections further up the coast.
Around that core sit Lakeside Joondalup shopping centre, the courts precinct and a ring of established suburbs from Edgewater and Heathridge to Currambine and Ocean Reef. Housing runs from 1980s and 1990s four-bedroom, two-bathroom family homes to newer apartments near the station. Vacant land inside Joondalup itself is scarce, so most buyers who want to build look to the estates further north.

The house-and-land versus established guide sets out the full cost comparison. If you are building, read construction loan progress payments before you sign a builder's contract, because the payment schedule in that contract has to line up with what your lender will release.
Worked example: building on Perth's northern fringe
Say you buy a lot for $380,000 and sign a fixed-price build contract for $420,000, a total of $800,000. You have $160,000 of savings, so the loan is $640,000, an 80% LVR against the completed value.
Your equity funds the land deposit and costs first, so the lender advances $220,000 at land settlement and then releases the build in stages. A typical schedule looks like this, and interest is charged only on what has been drawn.

The maths on each line is simply the cumulative balance times 6.00% divided by twelve. For example $514,000 x 0.06 / 12 = $2,570.
When the build finishes the loan converts to principal and interest. For illustration at 6.00% p.a. over 30 years, $640,000 x 0.0059955 = about $3,837 a month. That step up from $1,100 in month one to $3,837 at handover is the part people underestimate, especially if they are paying rent throughout. Budget for the whole build period, not the first invoice.
Percentages vary by builder and lender, and lenders release funds only after an inspection or a valuer's progress certificate, so build in a buffer for timing. See construction loans and house-and-land packages for how we structure these.
Grants and duty for a Joondalup build
At the time of writing, the WA First Home Owner Grant is $10,000 for a new home, which a house-and-land build qualifies for, subject to a property value cap of $800,000 south of the 26th parallel, so the $800,000 build above sits right on that limit. For transactions entered into on or after 7 May 2026, first home buyers pay no transfer duty up to $600,000 and a concessional rate to $800,000, and vacant land is free of duty up to $450,000 with a concession to $550,000. On a build the duty is generally assessed on the land rather than the finished house, so the $380,000 lot in the example above attracts no duty at all. The First Home Guarantee cap for Perth is $850,000, so a $800,000 build sits inside it if you qualify. Foreign buyers pay an extra 7% duty surcharge. Confirm the current settings with the RevenueWA.
Shift income, and why lender choice matters here
With the hospital and the university on the doorstep, a lot of Joondalup household income is shift penalties, overtime, casual hours and short-term academic contracts. Lenders disagree sharply on this. One will count penalty rates in full with a twelve-month history, another shades them to 80%, another wants two years of payslips or a group certificate. On a nursing household with $25,000 of annual penalties, that difference alone can move borrowing capacity by six figures.

Frequently asked questions
Can I get the $10,000 grant if I build near Joondalup?
Yes, if the home is new and has never been occupied, you meet the residence requirement and you satisfy the other first home owner conditions. Building on a lot you buy is the classic qualifying case. The grant is usually paid at the slab or first progress stage rather than at land settlement. Check the current amount and conditions with the Office of State Revenue.
How much do I pay during construction?
Interest only, on the balance drawn so far. In the example above that starts at about $1,100 a month after land settlement and reaches about $3,200 a month by practical completion, before converting to a full principal and interest repayment of roughly $3,837. If you are renting during the build, add that to your budget for the whole period.
What happens if my builder increases the price mid-build?
Variations you approve are usually funded from your own pocket, not automatically added to the loan. If the increase is significant the lender may require a revised valuation and a formal loan increase, which takes time. Fixed-price contracts with a clear allowance schedule reduce this risk. Read the contract's provisional sums and prime cost items carefully before signing.
Do lenders treat Joondalup apartments differently from houses?
Yes. Apartments near the station can attract minimum floor area rules and per-building exposure limits, while a standard four-bedroom home on a green-title lot is treated as ordinary security.
