Buying in Ballarat: the lay of the land
Ballarat is about 115 kilometres west of Melbourne on the Western Freeway, with V/Line services from Ballarat station and Wendouree. Sovereign Hill, Lake Wendouree, Federation University and Ballarat Base Hospital under Grampians Health are the landmarks and major employers, alongside a growing health, education and government workforce and the manufacturing and transport businesses on the city's edges.
The housing falls into distinct groups:
- Ballarat Central, Soldiers Hill, Lake Wendouree and Newington: Victorian villas, miners' cottages and Edwardian homes, many heritage-listed.
- Alfredton, Wendouree and Sebastopol: 1960s to 1990s family homes.
- Lucas, Winter Valley, Delacombe and the Ballarat West growth zone: house-and-land packages and near-new homes.
- Small acreage in Buninyong, Miners Rest and the surrounding hamlets.
Heritage homes bring their own lending questions: valuers look closely at condition and restoration costs, and some lenders limit loan-to-value ratios on properties needing major work.

The practical effect is that a Ballarat first home buyer can use the 5% deposit Guarantee on most homes in Alfredton, Sebastopol, Lucas and Winter Valley, but a renovated period home near the lake priced above $650,000 falls outside it. Above the cap you need a 20% deposit to avoid lenders mortgage insurance, or a smaller deposit with LMI, or a guarantor. Worked example: two Ballarat first homes either side of the cap
Home one: a 1980s house in Alfredton for $580,000.
- Duty: nil, under the $600,000 exemption. The general duty would have been $2,870 plus 6% of $450,000, or $29,870.
- Under the cap, so the First Home Guarantee applies: 5% deposit of $29,000, no LMI.
- Loan: $551,000. For illustration, at 6.00% p.a. over 30 years, about $3,304 a month.
Home two: a renovated Victorian near Lake Wendouree for $700,000.
- Duty: general duty of $37,070, reduced by the first home buyer concession to about $24,713.
- Above the $650,000 cap, so no Guarantee. With a 20% deposit of $140,000 the loan is $560,000, about $3,357 a month; with a 10% deposit the loan is $630,000, about $3,777 a month plus LMI.

Why is Ballarat's First Home Guarantee cap lower than Melbourne's?
The Home Guarantee Scheme sets separate caps for capital city areas and the rest of each state. Melbourne and Geelong are treated as the capital city area for Victoria at $950,000; every other part of the state, including Ballarat, uses $650,000. The cap is on the purchase price, or land plus build for a package.
Can I get the duty exemption on a heritage home in Ballarat Central?
Yes, if the price is $600,000 or less and you live in it for 12 months; the concession applies from $600,001 to $750,000. Heritage listing does not affect duty. It can affect lending if the valuer notes major restoration works, so we choose a lender comfortable with older homes.
I work in Melbourne three days a week. Will a Ballarat lender care?
Lenders assess your income and expenses, not your postcode, so a Melbourne salary supports a Ballarat loan without difficulty. Declare the commuting cost honestly in your living expenses. Some clients time the move so they settle in Ballarat after a Melbourne sale, and a bridging loan can cover any gap.
Is a house-and-land package in Lucas under the $650,000 cap?
