Buying in Officer: what to know

Officer is about 50 kilometres south-east of the CBD. Officer station is on the Pakenham line, the Princes Freeway runs along the suburb's southern edge, and the Cardinia Road precinct and Officer Town Centre with its Arena shopping precinct supply the shops and services. Beaconsfield and Berwick are minutes away for hospitals and older schools. Most residents commute to Dandenong, the Monash corridor or the city, or work in the trades that are building the suburb around them.

What you will be buying:

  • Titled and untitled lots in staged releases, often 350 to 500 square metres.
  • House-and-land packages with a developer's nominated builder or your own choice.
  • Near-new homes being resold by owners upgrading or relocating.
  • A small number of older homes and larger blocks in Officer's original township.

Because the Shire of Cardinia is metropolitan Melbourne, the $950,000 First Home Guarantee cap applies, and the Help to Buy price cap of $950,000 at the time of writing covers every Officer package we have seen.

Two ways to build with a small deposit

Officer buyers with limited savings usually weigh two federal schemes. They are not the same, and choosing between them is one of the most useful things we do.

Worked example: land and build in Arcadia

Say a couple buys a $330,000 block and signs a $370,000 fixed-price build, a total of $700,000, as their first home.

  • Duty: nil, because the $330,000 land contract is under the $600,000 first home buyer threshold. Duty applies to the land only when you build under a separate contract.
  • First Home Owner Grant: $10,000, because the home is new and under $750,000.
  • Under the First Home Guarantee: 5% deposit of $35,000, no LMI, loan of $665,000. For illustration, at 6.00% p.a. over 30 years that is about $3,987 a month once the build completes.
  • Under Help to Buy (new home, 40% contribution): government share of $280,000, 2% deposit of $14,000, loan of $406,000. For illustration, at 6.00% p.a. over 30 years that is about $2,434 a month, but the government owns 40% of the home until you buy it out.

The repayment gap is about $1,550 a month. Whether that is worth giving up 40% of future growth depends on your income trajectory and how long you plan to stay. Test the figures with the mortgage repayment calculator. Either way, the lender assesses the loan at 9.00% under the APRA buffer.

How construction loans work in Officer

The land settles first and you begin paying interest on that amount. Your builder then claims at slab, frame, lock-up, fixing and completion; the lender inspects and pays each claim, and your interest-only payment grows with each drawdown. After the final inspection the loan converts to principal and interest. Frequently asked questions

Can I use both the First Home Owner Grant and Help to Buy on an Officer build?

Yes. The $10,000 grant is a Victorian scheme for new homes up to $750,000, and Help to Buy is a federal shared equity scheme; they are not mutually exclusive. You cannot combine Help to Buy with the First Home Guarantee, though, because both address the deposit gap in different ways.

My block in Officer is untitled. When should I apply for finance?

Get a pre-approval now for land plus build, then keep it current. Lenders formally approve the construction loan once the land is titled and the building contract is final. If titles are delayed beyond the pre-approval period, we refresh your documents and reapply, which is far easier than starting again with a lender who has never seen the file.

What deposit do I actually need in cash for a house-and-land package?

You typically pay a land deposit to the developer at contract and a small builder's deposit at contract signing, both from your own funds. Under the First Home Guarantee your total contribution is 5% of land plus build, and the grant can count towards it with some lenders. We map the cash flow month by month so nothing is due before it is available.

Is Officer within the Melbourne price cap for the First Home Guarantee?

Yes. The Shire of Cardinia is metropolitan Melbourne for the Home Guarantee Scheme, so the cap is $950,000 rather than the $650,000 regional Victoria figure. The cap is applied to the combined land and build price, and Officer packages sit comfortably beneath it.
