Buying in Pakenham: what is different

Pakenham sits about 55 kilometres south-east of the CBD in the Shire of Cardinia. The Pakenham line terminates at the recently rebuilt East Pakenham station, and the level-crossing removals through town have improved both train frequency and the drive along Princes Highway. The Princes Freeway takes you west to Berwick and the Monash, or east to Warragul. The racecourse, Lakeside's lake and shopping precinct, Cardinia Lakes and the Main Street strip are the everyday landmarks, and many residents work locally in trades, retail and logistics or commute to Dandenong.

Property types:

  • Estates such as Cardinia Lakes, Heritage Springs, Lakeside and Edenbrook: homes from the 2000s to today, plus house-and-land releases.
  • Older Pakenham: 1970s to 1990s homes near the station and Main Street on larger blocks.
  • Lifestyle blocks on the northern and eastern fringes, from one to several hectares.

The lifestyle blocks are where lending gets particular. Most lenders treat land over about 2.2 hectares differently, some cap the loan-to-value ratio on rural-residential property, and a few will not lend on land without a habitable dwelling. Because the Shire of Cardinia is part of metropolitan Melbourne, Pakenham buyers get the $950,000 Home Guarantee cap rather than the $650,000 regional Victoria figure, even though the paddocks start a few kilometres east. Worked example: a first home buyer in Heritage Springs

Say you buy a four-bedroom home built in the 2010s for $650,000, your first property, to live in.

  • General duty: $2,870 plus 6% of $520,000, which is $34,070.
  • First home buyer concession: $34,070 multiplied by $50,000 over $150,000, so about $11,357 payable. Check the figure with our stamp duty calculator.
  • Deposit under the First Home Guarantee: 5% of $650,000, or $32,500, no LMI.
  • Loan: $617,500. For illustration, at 6.00% p.a. over 30 years the repayment is about $3,702 a month.

Under the APRA buffer the lender tests $617,500 at 9.00%, so you need capacity for roughly $4,970 a month on paper even though your actual repayment is lower. If the same home was a new build from a developer at the same price, you would also collect the $10,000 grant.

Is Pakenham regional or metropolitan for the First Home Guarantee?

Metropolitan. The Shire of Cardinia falls within the Melbourne capital city area for the Home Guarantee Scheme, so the $950,000 price cap applies. Towns further east along the Princes Highway, such as Drouin and Warragul, fall under the $650,000 regional cap, so the boundary matters if you are comparing.

Can I get a normal home loan on acreage near Pakenham?

Usually, if the block is under about 2.2 hectares, has a habitable dwelling and is not used for income-producing farming. Above that size lenders may lower the loan-to-value ratio or apply rural lending policy. Larger blocks with sheds, dams and multiple dwellings need a specialist approach, which we can arrange.

Do I need a bigger deposit for a house-and-land package in Pakenham?

Not necessarily. With the First Home Guarantee you can build with 5% of the combined land and build price, and duty is charged on the land only, so the upfront costs are often lower than buying an established home at the same price.
