New South Wales is really two lending markets. Sydney, Newcastle, Lake Macquarie and the Illawarra sit under the highest First Home Guarantee cap in the country, with prices to match. The rest of the state runs on a lower cap, lower prices and lender policies that reward knowledge of postcodes, land sizes and property types. Two things stand out. The duty rules do not change with geography, so an $800,000 home is duty-free for a first home buyer whether it is in Penrith or Port Macquarie. The First Home Guarantee cap, however, nearly halves once you leave the named metropolitan areas, and that boundary decides whether a regional buyer can use a 5% deposit without lenders mortgage insurance.
Where the $1,500,000 cap ends
Housing Australia groups Sydney, Newcastle and Lake Macquarie, and the Illawarra as capital city and major regional centres; everywhere else uses the $800,000 cap. In practice:
- Newcastle and Lake Macquarie suburbs qualify for $1,500,000, while nearby Maitland, Cessnock and Port Stephens are, as we understand it, under the regional cap.
- Wollongong, Shellharbour and Kiama in the Illawarra qualify for $1,500,000; the Shoalhaven further south is likely under $800,000.
- The Central Coast sits inside the Greater Sydney statistical area and, on our reading, is treated under the Sydney cap, but confirm the address before relying on it.

Regional NSW: how lenders see it
Lender policy in regional NSW is where a broker earns their keep. The same house can attract a different maximum loan-to-value ratio, a different valuation approach or a flat decline depending on the lender:
- Postcode categories. Large regional cities such as Albury, Wagga Wagga, Orange, Dubbo, Tamworth, Bathurst, Coffs Harbour, Port Macquarie and Tweed Heads are usually treated close to metropolitan, while smaller towns and some mining-linked areas may carry a lower LVR cap or need case-by-case LMI approval.
- Land size and zoning. Acreage, rural-residential zoning and agricultural use can move a loan from residential to rural policy, with a lower LVR and a full valuation.
- Flood and bushfire. Valuers comment on flood-prone and bushfire-prone land, and insurers price it, both of which affect lender appetite.
- Income sources. Short-stay letting income on the coast is usually discounted or excluded, while hospitals, universities, councils and government employers are viewed favourably.

Worked example: a regional first home buyer
Say a nurse and a teacher buy a $650,000 house in Maitland as their first home.
- Duty: nil under the First Home Buyers Assistance Scheme, because the price is under $800,000. Check other prices in the stamp duty calculator, which supports NSW.
- First Home Guarantee: the property is under the $800,000 regional cap, so they need a 5% deposit of $32,500 and pay no LMI.
- Loan: $617,500. For illustration, at 6.00% p.a. over 30 years the repayment is about $3,702 a month.
If the same couple chose an $850,000 home in Newcastle, the $1,500,000 cap still allows a 5% deposit of $42,500 and a loan of $807,500, about $4,841 a month, but duty moves into the concession band. At the time of writing it is $800,000 outside Sydney, Newcastle and Lake Macquarie, and the Illawarra, which use $1,500,000. Do NSW first home buyer stamp duty rules differ between Sydney and the regions?
No. The First Home Buyers Assistance Scheme applies statewide: full transfer duty exemption up to $800,000, a concession to $1,000,000, and for vacant land an exemption to $350,000 with a concession to $450,000. Because regional prices are lower, more regional buyers land inside the full exemption. Confirm current rules with Revenue NSW.
Will a lender finance a property on acreage or in a small town?
Usually yes, but terms vary. Many lenders apply standard residential policy to smaller rural-residential blocks and move to rural policy above a certain land size, with a lower maximum loan-to-value ratio. Some postcodes carry LVR limits or need LMI sign-off. We match the property to a lender whose policy fits before you offer.
Can I keep my Sydney home and buy in regional NSW?
Yes, if your income supports both loans at the buffered rate. The Sydney property becomes an investment, the rent counts as income at a discount, and its tax treatment changes. A bridging loan can help if you sell instead. We model the combined position before you commit.
Is the First Home Owner Grant available across NSW?
Yes. The $10,000 grant applies statewide to a new home valued up to $600,000, or up to $750,000 for a house-and-land build, but not to established homes. New estates around Maitland, Warnervale on the Central Coast and West Dapto near Wollongong are where regional buyers most often use it, usually with a construction loan.
